HOUSTON (September 1, 2026) – BWC Terminals has been honored with the 2025 Outstanding Airports and Ports Project Award from the American Society of Civil Engineers (ASCE), Sacramento Section for the BWC Stockton Marine Oil Terminal. The award recognizes the team’s contributions to the civil engineering profession, the Society, and the Northern California community.
The project delivered a new Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS)-compliant dock and berthing system at the Port of Stockton for BWC Terminals, the first newly constructed MOTEMS-compliant dock built anywhere in California in nearly three decades. MOTEMS establishes the state’s engineering, inspection, and maintenance criteria for marine oil terminals, with requirements aimed at improving seismic resilience and reducing the risk of spills during marine fuel transfers.
The new dock connects to BWC’s existing liquid bulk terminal at the Port and was engineered to safely and efficiently transfer renewable diesel and biodiesel between marine vessels and shore-side storage, supporting the state’s broader push to decarbonize hard-to-electrify sectors such as heavy-duty transportation. The facility incorporates modern safety and environmental systems, including spill containment, fire protection, seismic strengthening, and updated vessel mooring infrastructure. The work forms part of a broader expansion in which BWC grew its Stockton terminal capacity by more than 500 percent over five years to keep pace with demand for renewable fuel storage and logistics
in California.
Construction was carried out under a Project Labor Agreement with the San Joaquin Building Trades Council, generating dozens of skilled construction jobs across multiple trades and supporting 18 full-time positions at BWC’s Stockton facility. “BWC Terminals is proud to be advancing California’s clean fuels infrastructure at the Port of Stockton,” said Adam Smith, president and CEO of BWC Terminals. “This recognition from ASCE reflects the caliber of engineering and collaboration that made the first MOTEMS-compliant dock built in California in nearly 30 years possible.
